Firstly never underestimate the value of walls. At TH9 it's the difference between 2 and 3 stars, at TH10 it's the difference between 1 and 2 stars.
As I have said many many times I devoted a builder to Air Defence and another to Tesla, my third to another defence and fourth to non defence. Air Defence takes a long time to upgrade but by doing it you can narrow the enemy's options in war. Tesla take an age to upgrade too but they deliver higher damage than archer towers which is why I like them so much. Plus they hurt pekkas. After that it is a certain amount of pick your poison. High wiz towers are great vs loons, mortars are devastating vs ground attacks. I definitely prefer archer towers over cannons though. Sometimes I think it's best just going for the most expensive you can afford, though I also look at when builders are coming free, I try and stagger them so im not faced with 3 free on the same day with no hope of using them quickly.
Don't neglect your traps. These can save your skin and kill that last dragon or wiz if upgraded or just hurt them and result in a 3 star if you leave them.
When going up a TH level I usually get new defences to same level as existing before upgrading.
For non defence upgrades I usually ignore mines and elix collectors unless I can't afford anything else. Camps are first priority, more troops is better. I think storages should be done early, firstly so your max loot is higher but also to add extra hp in your war base to tie up attackers. Clan castle is a great investment. At TH9 this means you can receive golems or hounds which helps your war attacks. The extra 5 in defence helps a little too. Don't neglect your DE drills, these are a pain to upgrade but a maxed drill gives 100ph which is 2400 a day and 16,800 a week.
