First attack within 4h, second with 8h

OK first up is including the time for first attack. Why is this important? Well the list is to organise the start of war so I don't want to allocate bases to people who then don't attack until 16h into war. Generally we don't allocate bases to people who aren't attacking in first 8h, though some bases may be left unallocated deliberately.
List a number of bases. The more the better as if 6 people all pick the same 3 bases then what do we do?
State the number of stars AND the confidence level for each base. For marginal bases, add in the confidence for the next level of stars below.
As well as looking for 3 stars around or lower than your level, also look higher and see what you can 2 star. In many cases we need the top 5 th9s 2 starred so look there if you aren't sure about 3 starring lower th9s.
If you really want a certain base then say so! We do try and allocate those bases where possible. But don't assume that you will get it!
And finally GET YOUR POST IN AT LEAST AN HOUR BEFORE WAR STARTS. List is made around 60-45 mins before war starts. If you post late, then you may not be included in the war list. You have 22 hours to get a post in, so why should we chase after you if you are late!!
