Newbies,do 2/3 challenges so we can see how they attack,specific days to recruit so someone is on.
Keep using clash caller or allocate opponents.
Challenges,we should use this more re war cc's,newbies to show how they attack etc...

I have a some specific points that I feel need addressing
Recruiting - Recruit ppl based on their overall base level. Prejoining assessment shud identify the following - Till th7 we shudnt care about troop and defence levels (incld walls) as long as they're at least "-2" th level. these bases can be caught up quick. Th8 and above, troop and defence levels (incld OLD walls) can't be lower than "-1" th lvl (i.e, th6 lvl for a th8 and th7 lvl for a th9 and so on). Post joining, they shud be asked to submit replays of THREE "3star" attacks (preferably hitting a base similar to their level and with different strats/army comp) to assess whether they are able to carry their weight. Also assess their base layout.
Co tag - We shudnt distribute co tag to all and sundry. Only ppl who can contribute regularly in one of the following areas shud be co - war strats, recruiting. Just doing donations (even if it's war donations) shud earn no higher than elder tag.
War council - I like the idea of war council suggested by bloody. This council shud have the cos and leader as members. War council can start wars. It will also do the recruiting and assessment of new recruits. War council will also give direction to war strategy and assign bases to players to hit. Players can't hit a base unless sanctioned by a council member. Council will also help players with attack strategies although this can be taken care of by other senior players too.
War lineup - Council member who starts war shud assess every "opted-in" player and then decide who to take. Priority of criteria to include/exclude a player (self opted-in) from war lineup shud be as follows - 1) player ability to 3star base similar to their own weight. 2) defense weight including walls (specialist defences like xbows, infernos and artillery carry a lot of weight and so do splash defences like wiz towers, mortars and bombs. Walls carry least weight). 3) heroes lvls 4) attacks made (on profile) 5) donations It is advisable to have the bottom 10-15% bases at th6 lvl or below to balance war weight so we get favorable matchups. So recruit a few young ones. Even if they are not active it won't hurt us but rather benefit in war matchups. Also, we need not show desperation in getting bigger wars. Thr is no point taking 20 players and lose a war, rather take the best 10 or 15 combination and win it. We r in no hurry to level up - in fact just win wars and u get more bonus points for winning as compared to the extra 5 bases u will kill.
Exclusion from wars and Expulsion - Any player (th9 and below) not able to show their worth (3starring bases at their lvl and below) in 3 consecutive wars, shud be excluded from further wars unless improvement is observed in regular practice attacks and raids. If any such player fails to show improvement in 15 days of being excluded from wars or lacks the attitude to improve, shud be expelled from the clan. (I know this cud be controversial but only tough measures will get us whr we want to be)
War attack timings - Th8 and below are expected to get both attacks in within first 6 hrs. If they can't they shud not opt themselves in. Th9s without max de troops shud standby on cleanup for th8s and get both attacks in within first 12 hrs. Any player unable to comply to that shud be excluded from next wars unless he/she can commit to the cause. Repeat offence shud warrant an expulsion.
I cud only think of these - wil add more ideas as they come to me.

Recruiting lower lvl players is key for us moving forward. Though i would not auto eject a TH 9 and above they seem to be more set in their ways and may not be easily motivated to change their style. I like 8s and lowers as a base line for recruiting. I look at bases and just use common sense as a rule. You can see when a base is a newer TH and with certain stats can see a brief view of performance. I agree that bases in the 7 and under range are easier to accept since they can be easier to mold and upgrade and are less a detriment in war. I disagree with having bases be inactive at all though. They may help war matchups but I want full participation. If we accept unmotivated or lazy whatever ya want to call it members they will continue to be this way. I would rather have a player in the works that is on and trying to improve than an empty spot on our roster. I do like the new player to post a replay or enter into a challenge when it is possible to do so. Not sure this is a possibility all the time right away as I am many nights the only player on. Id hate to judge a TH 7 on how he attacks my base and he may be just a barch looter regularly
agreed with CO tags
Love the war council though we need to be on the same page with strategies during war. Not all of em are wrong but we should try to confer with others in it. I would say that players should look on clash caller to see if their call is still active and not changed. I think it needs to still be somewhat in the hands of the players and not just CO. We are not in tune with everyones abilities and which bases they prefer.
Line up Id like to add the ability to hold off 3 stars while limiting weight. Really just overall value in a war is what it comes down too. Can you 3 star and will you get 3 starred. I do see a tendency that when we have a lot of 9s and very few 8s and lower we have a tougher match up. Back to recruiting
I dont think it should be so cut and dry with exclusions etc. Not a big fan of expulsion unless in certain circumstances. 1, messing with chemistry of the clan 2, inactive, donations and upgrades 3, rushing the base, we can address this further when we get more members but currently if we have spots available and active players with decent bases it makes it more attractive to new combers, do any of us like waiting for donations or having no one to talk to? Not in war is another topic. I think most of us are big boys and can see when we struggling continually. sitting it out has been offered by a few even recently. Not a bad thing to dust off the cobwebs. It is also up to the COS and long term players to help out guys who struggle. We need to address this though with respect and not make it a confrontation. I don't like guys going back and forth and screwing with what is fun for me. I am competitive and need to win to have fun but also need respect with in the clan to have fun.
Yes we need the 8s and lower to attack quickly. 8hrs and sooner is key for us to figure out future attacks. TBH this goes for even many of the 9s as we have many members going to 10.
I would love to see a challenge day (Monday) as epra has brought up. great idea and we should incorporate recruiting at the same time to make it less as a pick on the new guy and more of a game we play while all getting better
