This appears in chat all the time so I thought I'd do a thorough piece on this and allow people to respond.
The simple answer is whatever you use most.
If you have already upgraded the troops you desperately wanted to, next I would always advocate spells. You need spells no matter what army you choose to attack with (yes dragoneers you will eventually switch).
No matter what I'd make sure your lab is researching. At TH9 it takes longer to max research than defence upgrades so if you plan on maxing out research then keep your lab busy.
For new TH9s I recommend you focus on getting both heroes to level 10 before starting dark troop research, therefore all your early research will be on elixir troops. By the time your heroes are at level 10 hopefully your DE drills will have been upgraded and you are finding DE easier to come by.
Choosing which dark troop to upgrade first depends on your preference. If you love aerial attacking then lavahound is the most obvious choice. Ground wise Golems will always be a good call as they form a key part in GoWiWi gowipe and gowiva. Witches are expensive but they only go to lvl2 so the benefit in doing them early is they are maxed. That leaves poor valks to the end, which is a shame as they give you a great chance of getting 3 vs TH9s.
Don't neglect archers or barbs. Even if you don't really use them, your heroes spawn them as part of their ability so might as well have the best you can.
For new TH10s (I know there will be a few soon) I think the best thing you can do is freeze spell. After that it's back to what is your favourite/most used troops
